PMSYM : Pradhan mantri Shram Yogi Man Dhan Yojna Pension

PMSYM : Pradhan mantri Shram Yogi Man Dhan Yojna Pension

Government of India has introduced a pension scheme for unorganised workers namely Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for Unorganised Workers.

The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years. They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO). Further, he/she should not be an income tax payer.

2. Features of PM-SYM: 

It is a voluntary and contributory pension scheme, under which the subscriber would receive the following benefits :
(i) Minimum Assured Pension: Each subscriber under the PM-SYM, shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.

(ii) Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Family pension is applicable only to spouse.

(iii) &nbps; &&nbps;If a beneficiary has given regular contribution and died due to any cause (before age of 60 years), his/her spouse will be entitled to join and continue the scheme subsequently by payment of regular contribution or exit the scheme as per provisions of exit and withdrawal.

3. Contribution by 

the Subscriber: The subscriber’s contributions to PM-SYM shall be made through ‘auto-debit’ facility from his/ her savings bank account/ Jan- Dhan account. The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. 4. Matching contribution by the Central Government

PM-SYM is a voluntary and contributory pension scheme on a 50:50 basis where prescribed age-specific contribution shall be made by the beneficiary and the matching contribution by the Central Government as per the chart. For example, if a person enters the scheme at an age of 29 years, he is required to contribute Rs 100/ - per month till the age of 60 years an equal amount of Rs 100/- will be contributed by the Central Government.
5. Enrolment Process under PM-SYM

The subscriber will be required to have a mobile phone, savings bank account and Aadhaar number. The eligible subscriber may visit the nearest Common Services Centres (CSC eGovernance Services India Limited (CSC SPV)) and get enrolled for PM-SYM using Aadhaar number and savings bank account/ Jan-Dhan account number on self-certification basis.
Later, facility will be provided where the subscriber can also visit the PM-SYM web portal or can download the mobile app and self-register using Aadhar number/ savings bank account/ Jan-Dhan account number on self-certification basis.

6. Enrollment agencies: 

The enrolment will be carried out by all the Common Services Centres. The unorganised workers may visit their nearest CSC along with their Aadhar Card and Savings Bank account passbook/Jandhan account and get registered themselves for the Scheme. Contribution amount for the first month shall be paid in cash for which they will be provided with a receipt.

7. Facilitation Centres: 

All the branch offices of LIC, the offices of ESIC/EPFO and all Labour offices of Central and State Governments will facilitate the unorganised workers about the Scheme, its benefits and the procedure to be followed, at their respective centers.
In this respect, the arrangements to be made by all offices of LIC, ESIC, EPFO all Labour offices of Central and State Governments are given below, for ease of reference:

1. All LIC, EPFO/ESIC and all Labour offices of Central and State Governments may set up a “Facilitation Desk” to facilitate the unorganised workers, guide about the features of the Scheme and direct them to nearest CS

2. Each desk may consist of at least one staff.

3. They will have backdrop, standi at the main gate and sufficient number of brochures printed in Hindi and regional languages to be provided to the unorganised workers.

4. Unorganised workers will visit these centres with Aadhaar Card, Savings bank account/Jandhan account and mobile phone.

5. Help desk will have onsite suitable sitting and other necessary facilities for these workers.

6. Any other measures intended to facilitate the unorganised workers about the Scheme, in their respective centers.

8.Fund Management: 

PM-SYM will be a Central Sector Scheme administered by the Ministry of Labour and Employment and implemented through Life Insurance Corporation of India and CSC eGovernance Services India Limited (CSC SPV). LIC will be the Pension Fund Manager and responsible for Pension pay out. The amount collected under PM-SYM pension scheme shall be invested as per the investment pattern specified by Government of India.

In the last elections, BJP got a historic majority because of Modi's defeat, but in 2019, the situation for the BJP is a difficult one. After losing the traditional fortress of BJP, especially Madhya Pradesh, Rajasthan and Chhattisgarh, the success of BJP in these states is likely to be overwhelming. Apart from this, where there was a sweeping success in 2014, in Gujarat and Maharashtra, BJP is also afraid of losing some seats. Thus, BJP's Think Tank has focused on 2014 seats where the BJP's efforts in 2014 were shortened. As the number of such seats is 123, the BJP named it as 'Mission 123'.Where are the gaps in the fortress?

1. In the 2014 elections, BJP won 111 of the total 138 seats in Gujarat, Madhya Pradesh, Rajasthan, Chhattisgarh and Maharashtra. In addition, Uttar Pradesh also got 71 seats out of 80.

2. A total of 138 candidates in the Central, Central and Western India and 80 in Uttar Pradesh, or 218, got 182 seats.

3. In the Madhya Pradesh, Rajasthan and Chhattisgarh, the BJP has lost power recently. It is certain that the SP-BSP coalition in Uttar Pradesh will be a major challenge for the BJP. In Maharashtra, it is difficult to get a coalition with Shiv Sena and even if the coalition happens, the BJP can not retain its 23 seats.

  It seemed like just another day at AIIMS when my life completely changed. I was in between teaching bioengineering classes and doing my rotations at the AIIMS Teaching Hospital when I got a call from my mother. She knew I was working so she wouldn’t have called unless it was really important. When I saw her name on my cell phone I was instantly nervous and took the call.

   What she told me next completely destroyed me. My younger brother Kapil, who was just 33, suffered a major heart attack and was being driven in an ambulance to the very hospital I worked in.

    I excused myself from my class and rushed downstairs. Emotions were rushing through my mind. Would my brother be okay? How bad was the heart attack? Would he need surgery? I knew I couldn’t operate on my own brother. I was too emotional to go through with the surgery. I started mentally listing which of my colleagues could perform the operation in my place, but what happened next was even worse than I imagined. As soon as they brought Kapil into the emergency room, I saw him on the stretcher and I froze. He wasn't breathing.
    We rushed him into a private room and I desperately tried reviving him for 10 minutes which felt like eternity. I only gave up after the nurse pulled me off him and softly said, “It’s over.”

  I was completely heartbroken. My brother was dead at the age of 33.

  I never got over the feelings I felt that day. My whole world came crashing down in front of me. I felt as if all my education had gone to waste. If I could not save my own younger brother, what was the point of being a doctor? My mother was in a state of shock when I gave her the news. It took weeks for her to accept that he was really gone.

   In fact, she refused to talk to me. She thought I could have saved him but in my heart I knew there  was nothing I could have done.

   While my brother’s death was a horrible shock, it wasn’t a mystery. The main reason for Kapil’s death was obesity. He had a clogged artery and all he needed was a simple stent to save his life. At first all I could think was that we were 8 minutes too late. If he had come in 8 minutes earlier I could have saved him. But in reality, we were years late. If only Kapil had taken his obesity seriously. If only we realized how unhealthy we was because of his extreme weight. Afterall, I've had 100's of patients die in my arms because of complications of obesity like heart attack, stroke and cancer.

    After that day, I could not go back to being a surgeon. Whenever I tried I could not keep my hands from shaking. Every time I looked at a body on the operating table I saw my brother Kapil. I knew I was not psychologically fit to perform surgery. However, I knew I had to do something about obesity and find a solution and save the countless people who die everyday because of their extreme weight.

  I decided to quit practicing medicine and become a full time professor and research scholar at AIIMS. I dedicated myself to studying the impact of different natural extracts on the production of fat cells. My goal was to find an easier way for obese men and women to save their own lives. Millions of people all over the world struggle with their weight, but most diets are too hard to follow. In addition, most weight loss programmes being promoted by spa-clinics cost Rs. 40,000-50,000, and despite the high cost, the results are painfully disappointing. They only get rid of water weight, and you gain the weight back in under a month.That is why losing weight often feels like an impossible challenge.

   After Kapil’s funeral, I went straight to my lab at AIIMS. I promised myself I would use my expert knowledge of biology to find a solution to obesity, and prevent any more pointless deaths. Every day I got into the lab at 6am and before I did anything I looked at a picture of my brother, and remembered why I was there.
        My experiment focused on the most stubborn abnormal fat on the belly, buttocks and in the waist area. I knew that years of weight gain results in a slow metabolism, making it difficult for people to burn fat effectively. I wanted to create an organic solution that targeted this tough fat while accelerating the body’s metabolism at the same time.

       I launched experiment after experiment, dissolving, filtering, precipitating, crystallising and recrystallising fat cells, trying to solve this mystery. The work was heavy and physically demanding. I would spend all day researching experimental weight loss techniques, and all night testing them in the lab. My only motivation was that picture of my brother. It reminded me what was at stake.

     Two years into my experiment, I still had no concrete solution to obesity and I began to feel hopeless. My colleagues began to doubt my abilities, and I was worried that unless I found a solution millions more would die like my brother did. I tested hundreds of unusual tonics, fungal strains and herbs from all over the world only to have zero results. I just had one last fruit to test, and then I planned to give up completely and move on to an easier field of study.

      That final fruit was a delicious African berry from deep in the Congo. In medical school, I took a class on ancient medicines, and I recalled my professor telling me how this one specific African tribe would ritually eat these fruits to raise their metabolism before they went out hunting so that they had higher agility and energy.

       The tribe was known for its hunting skills and had survived for centuries without being threatened by     another tribe. I knew for a tribe to survive this long they probably had some ace up their sleeves.
